An elite rear admiral, who belongs to to far-right organization called "Patriotic Lions". Advocates conception of "nation of pure Japanese" and opposes of the Mikado's policy. His favorite temple as the Golden Pavilion. Has cousin Fukuhara Izumi, whom he uses for achieving his goals for the sake of Japan (at least as he thinks)/.

He want to bring happiness to all Japenese, but to do that he refused for the happiness to himself and so for some other people. He want to achieve his goals at all costs, for that he can even go against God chosen Mikado of Japan/.

After Mikado disbands the "Patriotic Lions", he deserts the fleet and raise rebellion in Japanese Empire, which is resulted at the creation of True Japanese Empire. Opposes Tougou and Mikado./

Hates foreigners.
