Sachi's father. Mayor of New Akatsuki Town.

Previously the founder of a small company with no political aspirations, it comes as a shock to Sachi when she discovers he is the mayor of New Akatsuki town.

 The puppet mayor installed by the Conglomerate using his supposedly revived daughter as leverage, he is cold and emotionless to the suffering of the residents as he is well aware of the true nature of the town and the Conglomerate supporting it. His office at the 57th floor of the Ziggurat gives him a good view of the town he administers as a figurehead.

It comes a shock to him that Kamishiro Nao has forgotten what really happened to his daughter. As he was away when the Disaster struck, he was unharmed but it is implied he lost his wife over the decade before Nao and the survivors re-emerged. For obvious reasons he is enraged at the sight of Koga Sachi and refused to meet her after it emerged she was amongst the survivors. 

He allows Nao to kill him when he "kills" Sachi with his firearm. He doesn't regret his actions as it allows him to finally be reunited with his family. /
